Fiscal Impact/Change to Net County Cost:
There is no financial impact or net County Cost associated with the changes to the Advisory Committees.
 
Reason for Recommendation:
The Policy and Procedure Guidelines for the Formation and Administration of Zone of Benefit within County Service Areas provide that an Advisory Committee may be appointed to serve at the pleasure of the Board. The purpose of the Advisory Committee is to periodically meet with the property owners and residents within the Zone to identify unmet service needs and evaluate the adequacy of the services provided. The Advisory Committee is responsible for making recommendations regarding the scope of services provided, compiling the annual budget and other matters pertaining to the Zone of Benefit, and is required to comply with all state laws and County polices related to open meetings. There are currently 31 Advisory Committees for Zones of Benefit within the County, two in County Service Area #2, and 29 in County Service Area #9.
 
Each Advisory Committee is required to meet at least four times per year. One of the four meetings is a general meeting of all interested property owners and residents. Since the inception of the Zone of Benefit program, practice among the Advisory Committees has been to make recommendations to the Board regarding changes to the committee membership based on consensus of the property owners and residents in attendance at the general meeting. The property owners and residents of each Zone determine the number of Advisory Committee members recommended to your Board for appointment, which may vary from Zone to Zone and year to year.
 
With the submission of the Zone work plan in July of 2007, the Carlson Drive Zone of Benefit Advisory Committee included a change to the membership, replacing Tony Estacio with Fred Bates as the alternate member. Additionally, staff has received notification of resignation of members from two other Zone of Benefit Advisory Committee members: Pamela Kessler resigned from the Gilmore Vista Zone of Benefit #98122, and Wayne Peterson resigned from the Devil's Gate Zone of Benefit, #98160. No recommendations for replacements to Gilmore Vista or Devil's Gate Advisory Committees have been received. Notices of Vacancy requesting letters of interest have been posted for both Zones. Vacancies remain unfilled in Shadow Lane and Fernwood Cothrin Zones of Benefit since May of 2007 as well.
 
An updated listing of the affected Zone of Benefit Advisory Committees is on file with the Clerk of the Board.
 
Action to be taken following Board approval:
Upon approval of the recommended new member of the Carlson Drive Zone of Benefit Advisory Committee member, the Department of Transportation will notify Fred Bates of his appointment by your Board, and provide Mr. Bates with an information packet which describes his responsibilities and applicable policies, procedures and regulations. Mr. Bates will be invited to the training session for newly appointed Advisory Committee Members held during the 2008/2009 budget preparation cycle in the spring of 2008. Upon receipt of recommendation for replacements to the vacant positions on Gilmore Vista and Devil's Gate Zones of Benefit, staff will present the names to your Board for consideration.
