Fiscal Impact/Change to Net County Cost:  There is no change in net County cost.  The Memorandum of Agreement (MOA) with TRPA provides for reimbursement of County staff time and for the direct pass-through costs from planning and building plan check consultants.  The twenty-six month MOA will expire December 31, 2009 and totals $424,000.  For FY 2007-08 revenues will be increased by $212,000 and appropriations will be increased by $212,000.  The remaining $212,000 will be budgeted in FY 2008-09.
 
Background:  On June 26, 2007 the Tahoe Regional Planning Agency (TRPA) submitted an emergency funding request to the State of California to offset TRPA and El Dorado County costs associated with providing TRPA review of development applications and issuing permits for the rebuild of homes and structures destroyed or damaged by the Angora Fire.  El Dorado County, by means of Memorandum of Understanding dated December 8, 1992 and amended September 12, 1999, currently provides the TRPA review and inspection services for the El Dorado County Tahoe Basin properties.  Under the proposed MOA, the County would be able to obtain reimbursement from TRPA for services provided by the County dealing exclusively with the homes and structures destroyed or damaged by the Angora Fire.
 
The MOA authorizes El Dorado County to provide planning, building plan check, and building inspection services to Angora Fire properties and will reimburse the County per Attachment A in an amount not to exceed $424,000.  The planning positions would be dedicated specifically to records and data research, application review and permit writing to assist homeowners and business owners in an efficient and expeditious manner to begin rebuilding their homes or businesses.  The contract plan checkers would be utilized as needed to review final plans submitted to meet the conditions of the permits and allow homeowners to rebuild their homes as quickly and as reasonably as possible.  The inspector positions would be available at various times throughout the process for pre-grade inspections and verification of Best Management Practice (BMP) installation.  Clerical positions and office space will be provided by El Dorado County.
 
Reason for Recommendation:  The purpose of the Memorandum of Amendment (MOA) is to provide El Dorado County funding that will partially offset costs associated with providing TRPA review of development applications, issuing permits and conducting building inspections for the rebuild of homes and structures destroyed or damaged by the Angora Fire. The total amount of the MOA agreement is $424,000, of which $212,000 is anticipated for FY 2007-08.  The MOA will fund a limited term Building Inspector I/II position through December 31, 2009 for TRPA related services.
 
Action to be taken following Board approval: 1) Board Clerk to provide one fully executed original Memorandum of Amendment to Development Services for further processing.  2) Board Chair to sign attached Budget Transfer and forward to the Auditor's Office for processing.  3) Board Chair to sign attached Resolution amending the authorized personnel allocation for Development Services and forward to Human Resources for processing.
