Background:
This position allocation was approved in the FY 07/08 budget. Gregg Plourde has been employed by El Dorado County since April 1, 1999. Since his employment he has performed various roles of increasing responsibility within I.T. and has consistently held a Project/ Team Lead status from December 1999, allowing him to receive a 10% differential per the MOU with Local 1 of the El Dorado County Employee Association. Gregg's currently salary as Team Leader is based on that of IT Analyst II, step 5 with 10% differential, $40.37. Promoting Gregg to a Supervising IT Analyst, step 5 provides him with an increase in pay of $1.84 or 4.56%, to $42.20. If Gregg is promoted to step 4, his wages would be reduced by $.18 an hour, $40.19.

Reason for Recommendation:
Mr. Plourde has consistently demonstrated that he is an action-oriented Team Leader. He continues to enhance the Server Administration and Desktop Support section productivity and effectiveness. We are confident that with the experience and knowledge that Mr. Plourde possesses, that he will continue to be a valuable and contributing member of Information Technologies lead staff.

The recommended action is to provide a salary increase amount as near as possible to 5% per HR guidelines.
