Fiscal Impact/Change to Net County Cost:
The funding for the U.S. 50 Corridor Program Management Project (Project) has been included in the approved work program budget, identified as Project number 53121 as a part of the strategy to reduce congestion on Highway 50.  There is no cost to the County General Fund.
 
Reason for Recommendation:
On December 12, 2006, the Board adopted Resolution # 431-2006 (see attached Agenda item to include letter to the Board of Supervisors and Resolution) which supported the work being done by the 50 Corridor Mobility Partnership (50 CMP) to reduce congestion along the Highway 50 corridor.  The Resolution directed staff to investigate equitable funding strategies to participate in the evaluation and design work for the proposed improvements.
 
The 50 CMP's effort to evaluate improvement needs and Project scopes, as well as the level of funding required and the solicitation of funding support was initiated in 2005 and still continues.  A series of scheduled 50 CMP meetings occur at approximately 2 week intervals.  The consultant services of Parsons Brinckerhoff (PB) and DKS Associates are utilized by the 50 CMP to prepare studies and perform analyses in support of the corridor needs and as directed by the members.  To date, the County's contribution to the effort was limited to the traffic analysis efforts performed by the County during the development of the Traffic Impact Mitigation (TIM) fee program.  To continue contributing a fair share of the cost of the ongoing work, a contribution of $75,000 from the County is required.  This will cover the County's fair share through June 30, 2008.  The total estimated cost for the analysis effort is $375,000 where the five members of the 50 CMP agree that each will fund 20%.  The members include: 1) the City of Folsom; 2) the City of Rancho Cordova; 3) Sacramento County; 4) El Dorado County; and, 5) a group of developers collectively referred to as Private Landowners.  The Private Landowners have also funded the work of other consultants associated with public outreach and lobbying functions and are therefore paying more than the 20% share in total.  
 
The Contract Amount is to be performed by the consulting firms of PB in the amount of $55,000 and DKS in the amount of $20,000.  The Scope of Work for each firm is attached.
 
The City of Folsom has agreed to contract for services to include El Dorado County's share of the consultant work along with their own share.  It is believed this arrangement will minimize overall administrative costs.  It is proposed that the County enter into an Inter-Agency Agreement with the City of Folsom to facilitate the payment of this fair share amount of $75,000.
 
Action to be taken following Board approval:
DOT will work with the City of Folsom and County Counsel to develop and execute the appropriate documents to fund $75,000 of cost to be incurred by the City of Folsom related to the attached Scopes of Work provided by PB and DKS.
