Fiscal Impact/Change to Net County Cost:
There is no direct cost associated with the operation of the Community Action Council. Administrative staff support is funded with federal funds through the annual Community Services Block Grant contract from the California Department of Community Services and Development.
Background:
The Community Action Council (CAC) is a tripartite 15 member advisory council to the Board of Supervisors and the Department of Human Services. The CAC is mandated by federal legislation relative to receipt of Community Services Block Grant funding, which provides administrative support for provision of services to low-income residents of El Dorado County. The CAC is comprised, in accordance with Federal requirements, of five government representatives, five community representatives and five low-income representatives. The public is encouraged to attend monthly meetings, participate in discussions and express opinions or concerns.
The CAC was initially established as an independent non-profit agency in 1969 and assumed the role of advisory council to the Board of Supervisors and the Department, in 1970, at which time the Board assumed responsibility for contracting with the State for an earlier version of CSBG funding as the designated Community Action Agency for El Dorado County. The non-profit agency was disbanded and all programs were brought into the County in March of 1982 under the then Community Programs Department, which has since evolved into the Community Services Division of the Department of Human Services.
Reason for Recommendation:
The Community Action Council currently operates under By-Laws last revised in 1984. It is necessary to amend the By-Laws to reflect current law, remove outdated language and change the format to create an orderly and concise document. County Counsel reviewed and approved the proposed CAC By-Laws Amendment. Attached are copies of the current By-Laws and proposed By-Laws, along with a brief summary of primary changes between the current and proposed By-Laws. Soft copy of the 1984 By-Laws was not available to mark proposed changes.
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, with a certified minute order reflecting Board approval of the amendment. Human Services staff to distribute the amended By-Laws to members of the Community Action Council.
