RECOMMENDED ACTION:  Planning Commission recommending the Board take the following action:  1.  Adopt the negative declaration, as prepared; and 2.  Approve Z07-0001 rezoning properties identified by Assessor's Parcel Numbers 109-010-09, -10, -13, -14, and 109-020-01  from Mineral Resource (MR) to Estate Residential Ten-acre/Planned Development (RE-10/PD), based on the findings listed on Attachment 1.  
 
Background: This application was considered by the Planning Commission on October 25, 2007, and unanimously recommended for approval.  The representative from Royal Equestrian Estates Homeowners Association commented Amber Fields is a private road that they maintain. Vickie Deehan explained  the utility easement that cannot be used for access to Cameron Estates. She wanted to make sure there are adequate setbacks from her parcel. There was no further input. No new significant issues were discussed other than those in the staff report.
