Reason for Recommendation: The Information Technologies Department routinely receives requests from a variety of organizations and individuals to post announcements on the county's internal intranet (EDCNET). Past requests include event or fundraising announcements from non-profit organizations, business promotions such as advertisements or discounts, and requests from individuals soliciting support for charitable causes or events. Proliferation of third party information compromises the intranet as a tool to communicate with employees about county business. Information Technologies and CAO staff currently limit advertisements and announcements unrelated to the county. In the absence of a formal guidelines, the decision to post or not post an item is viewed as subjective and often subject to criticism. Given both the past and potential volume of these types of requests, a policy is needed to ensure the appropriateness of information posted on the intranet.
