Library Director recommending Chairman be authorized to sign Grant Award Certification with the California State Library for $5,000 in funding for the period ending June 30, 2008 to implement the Early Learning with Families (ELF) programming at the Library; and recommending Budget Transfer for same. Reason for Recommendation: The State Library has provided grant funding for the purpose of encouraging libraries to target families and small children 0-5 years old. Research shows that early language, reading and writing development begins in the first five years of life and is closely linked to a child's first experience with words, books and stories. This grant will allow the library to purchase the materials needed to implement programming for infants and toddlers at all branch libraries. Funding for additional staff has previously been received from First 5 El Dorado.
