Reason for Recommendation:  The State Library has provided grant funding for the purpose of encouraging libraries to target families and small children 0-5 years old.  Research shows that early language, reading and writing development begins in the first five years of life and is closely linked to a child's first experience with words, books and stories.  This grant will allow the library to purchase the materials needed to implement programming for infants and toddlers at all branch libraries.  Funding for additional staff has previously been received from First 5 El Dorado.

Action to be taken following Board approval:
Chair to sign Certification.
Auditor to sign Financial Claim
Library to implement programs
