Fiscal Impact/Change to Net County Cost:
The initial amount of federal funds payable by the State to El Dorado County under this Contract is $25,670, expected to increase by contract amendment to $173,556 for each Program Year. $173,556 is budgeted for FY 2007/08.  El Dorado County has received this CSBG Grant Allocation since the early 1980's, and this revenue source is expected to continue.
 
Reason for Recommendation:
Contract #08F-4910 provides an initial $25,670 in Year 2008 Community Services Block Grant (CSBG) funding to support services to low-income, elderly and disabled persons.  Because CSD has not received notice of the final federal CSBG allocation to the State of California and is operating under continuing resolution, the contract amount is based upon approximately15% of the estimated Year 2008 allocation of $173,556.  At least $147,896 in additional 2008 funding is expected to be allocated by amendment(s) once federal notification is received by the State, with an additional $173,566 expected to be allocated for Year 2009, possibly at the same time.  The full El Dorado County allocation of $347,112 was allocated in December of 2005 for the two-year contract covering the term of January 1, 2006 through December 31, 2007.
 
CSBG is the core funding support for this Department's administrative, accounting and direct service functions, as outlined in the 2008/2009 CSBG Community Action Plan, approved by the Board on June 19, 2007.  Upon execution, the contract is retroactive to 1/1/08.  It was received from the State on December 11, 2007, and processing was expedited.  County Counsel, Risk Management and Human Resources have approved the contract.  The Contract, Resolution and Blue Route are attached.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, with three (3) certified resolutions and four (4) copies of Contract 08F-4910 signed by the Chairman (cover page and Certification Regarding Lobbying).
