Fiscal Impact/Change to Net County Cost:  Funds were budgeted for FY 2006/07 and FY 2007/08.  The remainder will be budgeted for FY 2008/09.
 
Background:  The El Dorado County SB 163 Wraparound Program was established in 2001.  SB163 funds services to youth at risk of out-of-home placement or at risk of being placed in higher levels of care, with the goal of reducing the number of youth placed in group homes.  On February 28, 2006 the Board of Supervisors approved a proposal to transfer administrative responsibility for the SB163 Wraparound Program to Human Services and allow for expansion of services.  On September 26, 2006 the Board approved a revised El Dorado County Wraparound Program Plan, which was approved by the State and that prioritized and authorized the expenditure of SB 163 Wraparound Program funds for, among other services, emergency interventions or other child welfare services that benefit at-risk youth and their families in our community as authorized by the Interagency Advisory Council (IAC).
 
On December 1, 2006 the Purchasing Agent executed Agreement #201-S0711 with Maxim Healthcare Services, Inc. for the provision of supplemental licensed health care provider services on an "as requested" basis for at-risk youth who are clients of the Department of Human Services.  Maxim has since applied for and received certification from the Joint Commission on Accreditation of Healthcare Organizations (JCAHO).  Amendment I to this Agreement refines service parameters by adding JCAHO standards to the Scope of Service and increases the compensation to accommodate actual usage.
 
Reason for Recommendation:  The provision of supplemental licensed health care services continues to prove to be a successful tool to improve the lives of families served by the Department of Human Services (DHS).  Maxim Healthcare Services provides 24-hour emergency staffing for one-to-one assistance with children who are clients of Child Protective Services and/or Wraparound.  Maxim Healthcare Services has recently received Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) accreditation.  JCAHO is a private sector non-profit organization whose mission is to evaluate and issue accreditation to organizations that meet their standards of health care delivery.  Amendment I to Agreement for Services #201-S0711 is necessary to incorporate the JCAHO accreditation standards into the existing Scope of Service and to increase the compensation to accurately reflect actual usage of these services.
 
Purchasing Agent Recommendations:  In accordance with Board of Supervisors Policy C-17, Section 7.4.2., the Purchasing Agent concurs with the department's request to amend this agreement.  Procurement and Contracts has processed amendment I to the subject agreement.  The amendment calls for an increase in compensation by $30,000.00 for a total not to exceed of $70,000.00.  There is no change in the expiration.  The contract expires November 30, 2008.  The increase in compensation is necessary for the increase in usage of this firm as they are able to provide 24/7 supplemental licensed health care services for clients of the Child Protective Services Division and continued use of Maxim Health Care Services is needed in order to avoid an interruption of health care services provided to clients of the department.  The Purchasing Agent has determined that it is appropriate to amend the agreement versus initiating a new one.
 
Action to be taken following Board approval:  Board Clerk to forward two (2) originals of the executed Amendment I to Agreement for Services #201-S0711 to Procurement and Contracts.  Auditor's Office to authorize payment of future invoices.
