Fiscal Impact/Change to Net County Cost:
 
Funding is in the FY 07/08 budgets of affected departments.  On-going cost will be requested in future budgets.
 
Background:
Network equipment to support this conversion was procured during network upgrades in FY 06/07.  Funding to cover construction costs was included in departmental budgets in FY 07/08 (approximately $40,000.00).  Additionally, departments have budgeted for the increased cost for Opt-e-man Circuits (example: Frame Relay based 1.5 Mbs T1 line, $380.00/month - Opt-e-man 20 Mbs circuit -- $586.00/month).
 
These Opt-e-man connections eliminate the need for multiple T1 circuits between departments and the I.T. Data Center to obtain access to various services. When factoring in the elimination of multiple T1 circuits, the anticipated cost for this new technology is approximately $600.00/month, or $7,200 per year.
 
There are additional benefits to Opt-e-man as well.  As your Board is aware, our telephone infrastructure is in the midst of a phased upgrade.   As we upgrade and eventually deploy Voice Over Internet Protocol (VOIP) telephone services, we will further eliminate the need for separate telephone circuits used to connect existing telephone switches.  VOIP telephones will communicate over Opt-e-man circuits, eliminating the cost of separate data/voice circuits as we collapse both circuit types to communicate over Ethernet based Opt-e-man circuits.  This work will eventually result in a fairly substantial reduction in Net County Cost.
 
Reason for Recommendation:
 
Currently, remote departments located in the West slope region of the County and their respective data connections served by 1.5 Mbs T1 circuits provided by AT&T. The existing T1 circuits have proven to be too slow to provide the necessary through-put departmental applications demand. This speed issue has prompted some of these locations to add additional T1 circuits in an attempt to rectify this issue.
 
AT&T has made a substantial investment in upgrading the cabling infrastructure in many West Slope locations and they can now offer higher speed connectivity. The new infrastructure is fiber based and provides high speed Ethernet based connections to nine (9) remote West Slope government sites, ranging from 10 to 1000 Mbs. The following sites have been surveyed are eligible for these services:

931 Spring Street (Human Services, Mental Health, Public Health -- 50 Mbs)
415 Placerville Drive (Public Health -- 20 Mbs)
515 Main Street (District Attorney - 20 Mbs)
4950 Hillsdale Circle (DOT, Development Services - 100 Mbs)
6940 Perks Court (DOT - 20 Mbs)
670 Placerville Drive (Mental Health - 20 Mbs)
3974 Durock Rd #'s 205-211 (Probation - 20 Mbs)
 
These sites will terminate and connect to each other and other services through:
330 Fair Lane (Information Technologies - 500 Mbs)
 
Over the last year, this information has been presented to affected department heads and the Information Technology Steering Committee.  All concur; these new circuits will contribute to efficiency, productivity of the staff at the aforementioned locations and prevent the proliferation of additional low speed, T1 Circuits.  
 
Action to be taken following Board approval:
 
Chairman of the Board shall sign the attached agreements, executing the Opt-e-man agreements between AT&T and El Dorado County.
