Fiscal Impact/Change to Net County Cost:  There is no change in Net County Cost.  If approved by the State, the Department will bring back the appropriate budget adjustments.  There is no matching requirement for this Grant.       
 
Background:  The California Integrated Waste Management Board (CIWMB) has allocated two million dollars ($2,000,000) for the Local Government Waste Tire Cleanup and Amnesty Event Grant Program in fiscal year (FY) 2007/08.
 
Reason for Recommendation:  This grant is to help divert waste tires from landfill disposal, prevent illegal tire dumping, and educate the public about waste tire recycling and proper tire maintenance.  An Amnesty Day Event allows private citizens to take waste tires, in non-commercial quantities, to a specific location established by the local government administering the grant program.  
 
The Environmental Management Department has traditionally been successful in receiving and implementing this grant program.
 
Action to be taken following Board approval:  Forward the executed resolution to the Environmental Management Department for submittal with the grant application.
