Background:
Public Health has various Special Revenue accounts in Fund Type 20 (Countywide Special Revenue Funds) that need to be moved and consolidated into Public Health's primary Special Revenue Fund Type 11. This restructuring was planned for FY 2007-08 and the Department’s budget includes revenues and appropriations for established in the new Fund 11 index codes.

Reason for Recommendation:
The Department’s FY 2007-08 budget assumed that the transfer of fund balances from the old index codes to the new index codes was a general ledger transaction that did not require budgetary appropriations. In working with the Auditor’s Office to prepare the transfers, it was determined that a budget modification is necessary to 1) transfer the fund balances in the existing Fund Type 20 index codes to the new Fund Type 11 index codes as residual equity transfers out and 2) reclassify revenues in the new Fund Type 11 index codes to accept the transfer of the fund balances as residual equity transfers in.

The attached budget transfer will allow the Department to complete the restructuring of the funds from Fund Type 20 (Countywide Special Revenue Funds) to Fund Type 11 within the Health Department’s budget. A listing of the individual funds is included as an attachment.
