Fiscal Impact/Change to Net County Cost:  No Net County Cost.  Actual revenue that will generated is unknown but estimated to be minimal.
 
Background:  Senate Bill 850 (Chapter 661, Statutes of 2007), the Missing Angels Act, requires that beginning on January 1, 2008, each Local Registrar, with whom a fetal death is registered, shall issue a Certificate of Still Birth upon request by the father or mother.  This is a new service - no agency in California has issued Certificates of Still Births previously.
 
Local Registrars are authorized by the Missing Angels Act to charge an appropriate fee for a certificate of Still Birth, not to exceed the agency's costs in processing and issuing the certificate.  To determine the appropriate fee for El Dorado County, the Office of Vital Statistics at the Public Health Department conducted the attached Cost Recovery Survey for issuing Certificates of Still Birth.  The appropriate fee was determined to be $20.00.
 
The State of California can also issue Certificates of Still Birth.  The State's fee is $20.00 per certificate.   Other counties are in the process of setting their fees for this new program.

Action to be taken following Board approval:  Chair to sign the attached Resolution establishing availability of a Certificate of Still Birth for a fee of $20.00 per certificate and return two copies to the Department.
