Title: Transportation Department recommending Chairman be authorized to sign the Construction Responsibility and Reimbursement Agreement with El Dorado Irrigation District for the Latrobe Road Realignment, Widening, and Bridge Project, Suncast Lane to Golden Foothill Parkway, Project 72403. RECOMMENDED ACTION:  Approve.

Fiscal Impact/Change to Net County Cost:
 
The total construction cost associated with the EID work is estimated at $2,106,000.  EID shall be responsible for 62.93% of the actual costs associated with the installation of all EID facilities, which is estimated to be $1,325,000.  EID will also pay the County an additional 26% of their share of the direct construction costs as reimbursement for the indirect construction items, including flagging, construction management, traffic control, water and dust pollution controls, and other related costs, bringing the total estimate to $1,670,000.  The County shall be responsible for 37.07% of the actual costs, which is estimated to be $780,000.
 
Funding for the County share will be provided from El Dorado Hills TIM fees prepaid by the West Valley View development as described above.
 
There is no net cost to the County General Fund associated with this agenda item.
 
Background:
 
West Valley Tentative Map (TM99-1359) is located within the Valley View Specific Plan area.  The Developer, West Valley LLC, is required by Condition of Approval #25-b) to provide the Department of Transportation with funding and a bid-ready package for the installation of improvements to realign and widen Latrobe Road to four lanes from Suncast Lane to Golden Foothill Parkway (south), including a new bridge over Carson Crossing.  The Department is requesting authorization to advertise for construction bids for this project under a separate agenda item.
 
Reason for Recommendation:
 
Portions of existing water line and recycled water line facilities within the project area are in conflict with the proposed road improvements.  EID has prior land rights for these facilities so that the County is responsible for relocating the portions of the lines in conflict.  However, EID does not want the conflicts resolved through abandonment and relocation of the existing facilities.  EID needs to install new upgraded water and recycled water lines generally located in a longitudinal alignment along the easterly limits of the County project and to abandon the existing water and recycled water lines.  EID is responsible for the costs to upgrade and install new facilities.
 
EID has requested the upgraded facilities work be included in the County's construction bid package, award documents, and construction contract for the Project.  The Department of Transportation recommends the inclusion of EID's work into the County's construction package in order to better coordinate the construction, shorten the duration of the impact to the traveling public, and reduce costs to both the County and EID that would be associated with preparing and administering two separate contracts.
 
The subject Construction Responsibility and Reimbursement Agreement (AGMT 07-1525) sets forth the terms and conditions by which the utility work will be incorporated into the County construction package, provides the cost sharing responsibility for both parties, and sets forth the method by which EID will reimburse the County for construction, inspection, and administrative costs.
 
Action to be taken following Board approval:
 
1.  The Board Chairman will sign two originals of the "Construction Responsibility and Reimbursement Agreement Between the County of El Dorado and the El Dorado Irrigation District for the Latrobe Road Realignment, Widening, and Bridge Project, Suncast Lane to Golden Foothill Parkway, Project 72403" (AGMT 07-1525).
 
2.  The Board Clerk will retain an original Agreement and return an executed original Agreement to the Department for further processing.
