Title: Probation Department recommending Resolution authorizing the Chief Probation Officer to submit an application to the Corrections Standards Authority for Youthful Offender Block Grant (YOBG) funding in the amount of $94,387 to provide appropriate rehabilitative and supervision services to youthful offenders; and Chairman be authorized to sign Budget Transfer to recognize the additional revenue and expense, and allocate same to said Department for use in YOBG program services. Fiscal Impact/Change to Net County Cost:

Background:
As of September 1, 2007, the Department of Juvenile Justice (DJJ) stopped accepting juvenile court commitments and parole violators, except those convicted of violent, serious, or sex offenses.  Juvenile offenders with less serious crimes will now be kept in their local jurisdictions.  
 
The 2007/08 state budget includes $24 million, growing to a total of $92 million by 2010-11, in YOBG funding to provide counties with resources to provide services to juvenile offenders who will no longer be housed in DJJ facilities or supervised by the Division of Juvenile Parole Operations.  The block grants will allow counties to oversee those offenders with less serious crimes in their home communities, where they can benefit from local programs and be closer to potential support networks.  
 
The YOBG program builds on the Juvenile Justice Crime Prevention Act (JJCPA) capacities by providing additional funding to support effective youthful offender program activities.  
 
Reason for Recommendation:
El Dorado County has been awarded $94,387.00 by the State.  $20,000.00 of YOBG funds will be used in acquiring risk and needs assessment tools, assessment interpretation services and related staff training.  $5,000.00 in funding will be dedicated to Probation's Electronic Monitoring Program to expand and make intensive supervision available to the youthful offender.  A significant portion of the YOBG allocation ($69,387.00) will fund disposition options for placement at Solano and Colusa County's Fouts Springs Youth Facility (FSYF).  FSYF can accommodate youthful offenders who have exhausted local resources, engaged in serious delinquent behavior, present a risk to public safety, or are in need of services not available within El Dorado County.  Probation currently contracts with Solano and Colusa County for FSYF at a rate of $3,600.00 per ward per month.  Probation will use the YOBG funding to expand the availability of this program to youthful offenders.  
 
As required by CSA, Probation completed and submitted the YOBG application prior to the January 1, 2008 deadline.  
 
Action to be taken following Board approval:
1.  The Chairman to sign Resolution.
2.  The Chief Probation Officer to submit a certified copy of Resolution to CSA before April 1, 2008.
3.  Chairman to sign Budget Transfer.
