Fiscal Impact/Change to Net County Cost:  No Change.  Agreement is funded by the Social Services allocation with required County match dollars.  Funds are budgeted for FY 2006/07 and FY 2007/08, and the remainder will be included in the FY 2008/09 County Budget Request.
 
Background: Procurement and Contracts prepared Agreement for Services #054-S0711 with Fiscal Experts, Inc. for the provision of specialized financial consulting/training services for the Department of Human Services, Social Services Division's fiscal management staff.  Services were required in order to maximize revenues while minimizing the County's share of costs relative to budgeting and claiming for the California Department of Social Services allocations to El Dorado County.  The Board approved and executed Agreement for Services #054-S0711 with Fiscal Experts, Inc. on August 15, 2006.
 
Reason for Recommendation:  Social Services financing is intricate due to a high degree of diversity in State revenue systems.  In order to fully understand funding sources while maximizing potential funding streams, it is important to work with a consultant who is familiar with county-specific Social Services financing while also having intimate knowledge of how the State systems operate.  Fiscal Experts, Inc. (Contractor) has worked with numerous counties in California providing specialized consulting services relative to system changes and improvements in their county fiscal operations.  The contractor's familiarity and understanding of Social Services fiscal operations makes him uniquely qualified to provide similar training and consulting services to DHS.  The County has already benefited from Contractor's technical assistance by the realization of increased revenues.  
 
The original contract amount was set at $35,000 with the intent to evaluate the benefit of services received during the first year of the contract.  Because the Department continues to benefit from the contractor's technical assistance and has been able to increase its revenues from available funding streams, Amendment I to increase the amount of the contract is necessary to allow continued assistance from the Contractor through the end of the contract term.  
 
Action to be taken following Board approval:  Board Clerk to forward two (2) originals of the executed Amendment I to Agreement for Services # 054-S0711 to Procurement and Contracts.  Auditor's Office to authorize payment of future invoices.
