Fiscal Impact/Change to Net County Cost:  No change.
The maximum amount payable by the State to El Dorado County under this Agreement, as amended is $1,861,480 for the three-year term 10/1/05 through 9/30/08.  The allocation increase was anticipated and funds are budgeted for FY 2007/08.
 
Reason for Recommendation:
The Supplemental Food Program for Women, Infants & Children (WIC) is federally funded and regulated to provide supplemental food, referral services, and nutrition education for eligible women, infants, and children under the age of five. The authorized El Dorado/Alpine County caseload is currently 2,550 participants per month, and the Program is serving at capacity and above as permitted by the funding source.  The Board executed Contract #05-45756 on November 8, 2005 for the three-year term of October 1, 2005 through September 30, 2008.  The allocation for each of the three years was initially $572,000.  Amendment 1 increased the FFY 2006/07 and 2007/08 allocations by $51,480 to $623,480 each.   Amendment 2 increases the FFY 2007/08 allocation by an additional $42,520 to $666,000.  The amended allocation results from a change in the WIC Funding Formula due to an increase in available program funding.  The Resolution also authorizes Doug Nowka, Director of Human Services, to execute further documents relating to the Contract, including amendments thereto, contingent upon approval of County Counsel and Risk Management, that do not affect the maximum dollar amount or the term, and to sign subsequent required fiscal and programmatic reports and to perform any and all responsibilities in relationship to such Contract, as designated Contract Administrator.  County Counsel and Risk Management have approved the Contract Amendment.  A copy of the Resolution and contract amendment are attached and on file with the Board Clerk.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, with two (2) certified Resolutions and eight (8) copies of Amendment 2 to Contract #05-45756 signed by the Chairman.
