Fiscal Impact/Change to Net County Cost: Funding is available in the CSA #10 07/08 budget.  There is no change in Net County Cost.
 
Background: The County of El Dorado Office of Procurement and Contracts, at the request of the  Environmental Management  Department, solicited a Request for Proposal to provide a comprehensive solid waste services review during July, 2007.  The response was disappointing. After contacting 45 potential vendors, a single vendor was not able to be identified.
 
With assistance from Chief Administrative Office staff, the Environmental Management Department contacted the California State Association of Counties in an attempt to identify additional potential vendors.  With this new information the Environmental Management Department solicited a Statement of Qualifications from those who appeared to be the most qualified to conduct this study.  Upon review of their qualifications and meeting with interested stakeholders, the firm NewPoint Group, Inc., was chosen as the best suited vendor to complete this study based on cost and relative experience.
 
Reason for Recommendation: The County of El Dorado, Cameron Park Community Service District, El Dorado Hills Community Service District and City of Placerville all currently contract with El Dorado Disposal Service Co., Inc. (the parent company is Waste Connections of California, Inc. and USA Waste of California, Inc.) for collection and disposal of solid waste.  In addition, El Dorado County contracts with Amador Disposal (parent company is Waste Connections of California, Inc.), Sierra Disposal (parent company is South Tahoe Refuse, Inc.), American River Disposal and Tahoe Truckee Disposal for solid waste service collection in the outlying areas of the southern and northern region of the County.  El Dorado Disposal Service Co. Inc. owns and operates the only Material Recovery Facility on the West Slope, which is located in Placerville.  South Tahoe Refuse owns and operates the only Material Recovery Facility on the East Slope.   
 
The comprehensive study will provide a comparison of rates and service levels for residential and commercial service between the various jurisdictions' franchise agreements within the County and outside the County, with attention to other successful jurisdictions that currently meet or exceed the state mandated 50% diversion from landfills.
 
NewPoint Group, Inc., will also provide recommendations the consultant believes are warranted based on this study.  These recommendations will assist with rate and service level adjustments to offer greater consistency and value to rate payers within the County's jurisdictions
 
Action to be taken following Board approval: Forward the signed Agreement and Budget Transfer to the Department for further processing.
