Background:
Executive staffs from the El Dorado County (County) Department of Transportation (Department) and the El Dorado Irrigation District (District) have scheduled a series of meetings to discuss the ability to improve coordination and to develop process improvements for activities that involve the two entities.  The need for these meetings arose out of issues that were identified by the District Board, the Board of Supervisors (Board) and the CAO's office during the recent negotiations associated with utility relocations needed for the upcoming Latrobe Road Widening project.
 
Discussion:
 
The Department and District held the first of these meetings on Thursday, January 31, 2008.  At this initial meeting, staff identified the following goals and objectives:
 
●      Improvements in communication between the County and District.
 
●      Identification of process improvements to streamline various coordination activities between the County and District.
 
●      Development of a master agreement/standard provisions for anticipated project-specific District utility relocations that will be performed within a County road improvement project.
 
●      Development of a master agreement to allow for the County's construction contractor to perform unanticipated District utility relocation work and to provide a mechanism for reimbursement by the District for the cost of that work when anticipated relocations are discovered during the construction phase of a County road improvement project.
 
●      Improvements in the coordination of programmatic, long range Capital Improvement Program (CIP) planning efforts between the County and District within their respective programs.
 
●      Improvement to the A-B-C utility conflict process.
 
●      Identification/implementation of improved coordinated control measures during the bidding and awarding phases of County CIP projects that include District work.
 
●      Reviews of the current encroachment permit processes and road repair requirements for District work located within the County Road Rights-of-Way.
 
The Department and District anticipate continuing with additional meetings to work to develop deliverables related to the above goals and objectives.
 
Action to be taken following Board approval:
1. Department will periodically advise the Board of progress made in these efforts.
