Fiscal Impact/Change to Net County Cost:  No change.
MSHA revenues are available in the Mental Health budget and will be provided to Human Services via an intrafund transfer from the Mental Health Department Special Revenue Fund 11-110-003 to the Department of Human Services Special Revenue Fund 11-107-001. Human Services will dedicate these revenues to supplement previously allocated General Fund Contingency funds to cover continuing operating costs for the homeless shelter.  
 
Background:
 
Reason for Recommendation:
United Outreach opened Grace Place in March of 2005, operating on a 100% volunteer and donation basis.  Last summer, due to health and behavioral concerns, it was determined that qualified staff should be hired during the 2007/2008 winter season to ensure the safety of both workers and the guests.  United Outreach approached the Human Services Department to request support in the form of funding for staffing and operating costs of Grace Place and the matter was brought to the attention of the Board of Supervisors.
 
On August 28, 2007, the Board of Supervisors approved a Budget Transfer in the amount of $42,000 from General Fund Contingency to cover a portion of the operational costs of Grace Place during the 2007/2008 winter season.  Memorandum of Understanding #453-M0810 was executed between Human Services and United Outreach of El Dorado County on November 29, 2007, providing $42,000 for United Outreach to provide emergency shelter services during the cold weather months.  
 
United Outreach has received an increase in donations and is actively seeking additional grant funding opportunities.  Pending identification or approval of additional funding, United Outreach approached the Human Services and Mental Health Departments with concern that they would not be able to continue to provide shelter services during the remainder of the winter season. The Director of Mental Health has approved departmental support so that they may remain open during the cold weather season.
 
The El Dorado County Department of Mental Health received an allocation of Proposition 63 Mental Health Services Act (MHSA) funds for a comprehensive, community-based mental health system for seriously mentally ill individuals.  Proposition 63 was passed by California voters in November 2007.  The Department of Mental Health agreed to provide $21,000 in MHSA funds for Grace Place shelter operating costs, as continued support for outreach and engagement services to the homeless population during the 2007/2008 Fiscal Year.
 
The Budget Transfer Request and a copy of MOU #453-M0810 are attached and on file with the Board Clerk.
 
Action to be taken following Board approval:
Board Clerk to process the Budget Transfer Request and provide Human Services, Community Services Division and Mental Health with an approved copy.  
 
Human Services to process Amendment I to Memorandum of Understanding #453-M0810 between County and United Outreach of El Dorado increasing the maximum compensation by $21,000.
 
Upon approval by County Counsel and Risk Management, the Chairman of the Board will execute said amendment.
