Reason for Recommendation:
Human Services has long recognized the need and desire of our community's senior citizens to have access to and receive training on how to use computers and the internet to enable them to research available health care and other resources and maintain contact with the modern world.  Due in part to the cost, but primarily due to space constraints, Human Services has been unable to meet this significant need.  The relocation of HEART staff from Spring Street to the new Briw Road facility will allow the Department to dedicate a room for this purpose, and the Placerville Rotary Club intends to donate the equipment for a 6-station computer lab with printer.  Human Services staff will oversee and coordinate use of the new computer lab and has identified potential volunteer instructors.  County staff will coordinate installation and set up of the computers to ensure compliance with County IT policy requirements.   Placerville Rotary has dedicated $3,200 in local funds for acquisition of equipment and is submitting an application for the remaining $2,000 necessary to purchase sufficient equipment to complete the project as planned to their parent Rotary organization.  
 
Placerville Rotary mistakenly assumed that Department staff could sign the application as primary beneficiary obligating the County to hold Rotary International, the Rotary Foundation and Rotary District 5190 and their directors and employees harmless from claims resulting from the project and therefore waited until two days before they needed to submit their application before asking Department staff to sign the application.  County Counsel was consulted and concurred that, rather than lose the valuable donation of computer equipment and the opportunity to implement a greatly needed program for our community's seniors, the Assistant Director would sign the application as requested and subsequently seek Board approval and ratification of this action, reasoning that the equipment, once donated, would become the property of the County, rendering the County responsible for this equipment and usage thereof.  Placerville Rotary Club is aware that this signature is not binding upon the County until approval and ratification occurs.  A copy of the Rotary Club application signed by Assistant Director Janet Walker-Conroy is attached.
 
Action to be taken following Board approval:
Human Services will notify Placerville Rotary Club that the Board of Supervisors has approved and ratified the signature of the Assistant Director of Human Services on the Rotary Club's application.
