Fiscal Impact/Change to Net County Cost: No impact to net county cost.

Background: AB 923 authorized air districts in nonattainment areas to increase the DMV fees from $4.00 per vehicle to $6.00 per vehicle with the increase to fund either Carl Moyer projects, agricultural internal combustion engines, the replacement of school buses under the Lower Emission School Bus Program or a vehicle scrappage program. The AQMD Board approved an increase persuant to AB 923 on March 21, 2006, with the caveat that at least 80% of the funds will be used to replace public school buses in El Dorado County.


Reason for Recommendation: On July 2, 2007, the AQMD opened an application period for El Dorado County public school transportation districts to apply for AB923 funds for FY 07/08. The application period closed August 31, 2007. Three applications were received, but one was disqualified as it did not contain all the required information. The AQMD reviewed the other two applications; (1) Black Oak School District for $144,613.75 and (2) Rescue School District for $132,957.83, and is recommending funding both projects.


Action to be taken following Board approval: Board Clerk to forward executed contracts to the AQMD for further processing.
