Fiscal Impact/Change to Net County Cost: If approved by the California Department of Conservation, the Department will bring back the appropriate budget adjustments. There is no matching contribution required for this grant. There is no change in Net County Cost.

Background: The Department of Conservation's (DOC) Division of Recycling administers the California Beverage Container Recycling and Litter Reduction Act, which governs the recycling of California Redemption Value (CRV) beverage containers. The goal of this Act is to achieve an 80 percent beverage container recycling rate in California. Currently, that rate is well below the goal and declining. In an effort to reverse the direction of the beverage container recycling rate in California, the DOC is soliciting proposals that divert and collect significant volumes of CRV beverage containers in public venues (aka "recycling away from home").


Reason for Recommendation: The Environmental Management Department (EMD) is seeking authorization to apply for this grant funding in order to place recycling bins at schools, parks and businesses throughout the County that do not currently have any active recycling programs or collection bins on their property. Additionally, EMD would utilize these additional funds to augment current beverage container recycling efforts at the County Fairgrounds.
