Human Services Department, Community Services Division, recommending the Chairman be authorized to sign retroactive Contract 865457-01 with Golden Sierra Job Training Agency in the amount of $670,510 for the term July 1, 2007 to June 30, 2008, for provision of Workforce Investment Act Program job training activities by El Dorado County as Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium; and the Director of Human Services be authorized to execute subsequent documents relating to said contract, including any amendments thereto, contingent upon approval by Risk Management and County Counsel, that do not affect the dollar amount or the term and required fiscal and programmatic reports.
RECOMMENDED ACTION: Approve.

Contract No. 865457-01 allocates $670,510 for FY 2007-08 to El Dorado County for continued provision of Workforce Investment Act Program activities during the term July 1, 2007 through June 30, 2008. Allocated revenues are budgeted for FY 2007-08 and are expected to cover all anticipated Program costs.
Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006. On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency (GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services.
The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively. On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006. On June 27, 2006, the Board of Supervisors executed an MOU with GSJTA to allow the County to implement program activities commencing July 1, 2006 and continuing through August 31, 2006 pending development of a contract by GSJTA. In accordance with terms of the MOU, Contract No. 760321-01 with GSJTA was executed on August 22, 2006 and superseded that MOU.
On June 26, 2007 the Board approved Amendment I to Contract No. 760321-01 extending the term to July 31, 2008. Golden Sierra Job Training Agency subsequently determined, and advised Human Services in October, 2007, that a new contract would be required for FY 2007-08 and that Contract 760321-01 should not have been amended. A letter of intent dated January 24,2008 from GSJTA confirms continuation of funding pending execution of the new contract.
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County has used the Workforce Investment Act funding allocated for FY 2007-08 to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met. Contract No. 865457-01 allocates $670,510 for continued provision of Workforce Investment Act services in El Dorado and Alpine Counties during the term July 1, 2007 through June 30, 2008. The Contract, Blue Route and GSJTA Letter of Intent are attached.
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, with three (3) copies of Contract No. 865457-01 signed by the Chairman. Department will forward to Golden Sierra for final execution.
