Fiscal Impact/Change to Net County Cost:  There is no net change to county cost.

 

Approximately 90% of funding for the contract is provided by Medi-Cal/Early and Periodic Screening, Diagnosis and Treatment (EPSDT) reimbursement, with the remaining 10% from realignment.  Funding for the current fiscal year is secure.   Funding beyond this fiscal year may be subject to changes in how Medi-Cal services are reimbursed by the state.   However, the Governor’s recently submitted proposed budget will likely have only minimal impacts on the Department’s funding for these services. 

 

Background: The Medi-Cal Services provided under this contract are entitlements that the County is mandated to provide and the state is required to pay for them in accordance with established formulas.  The Mental Health Department (MHD) fulfills its obligations through its own clinical operations as well as through vendors contracted to provide specialty mental health services on behalf of the MHD.  There are a limited number of vendors in the County with the technical capacity and required Medi-Cal certifications capable of providing the services MHD requires.  These services include assessments, individual and group therapy, therapeutic behavioral services and crisis intervention.  New Morning is a unique vendor in El Dorado County as it delivers needed services to students in county schools when needed. 

 

Reason for Recommendation:  The Medi-Cal Services provided under this contract are entitlements that the County is mandated to provide and the state is required to pay for them in accordance with established formulas.  MHD also plans to increase the number of referrals of children under 5 years of age to this vendor.  The Procurement and Contracts Division has processed the subject agreement.  The agreement is for a three year term with a not to exceed amount of $1,735,000.00.  

 

The Purchasing Agent has coordinated the outside review of the contractor's qualifications to perform the needed services and obtained concurrence that New Morning Youth and Family Services has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor, and the availability of the contractor to perform the services. 

 

The contract is retroactive due in part to the additional time required to conduct the outside review and also for the department to confirm with the vendor the availability/capacity of services to children up to 5 years of age which directly impacts the contract scope and amount.

 

The Purchasing Agent has also determined that it is appropriate to dispense with any competitive selection process for services performed by New Morning Youth and Family Services as the department contracts with multiple firms for Specialty Mental Health Services for minors.  The Purchasing Agent concurs that the department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.

 

This agreement will allow for the continued provision of specialty mental health services for emotionally disturbed youth for the period January 1, 2008 through December 31, 2010.

 

Action to be taken following Board approval:Board Clerk’s Office will forward the executed agreement to Mental Health for further processing.
