Fiscal Impact/Change to Net County Cost: The MCAH allocation will reimburse expenditures up to $359,954 during the period of July 1, 2007 through June 30, 2008.  
 
Background: California receives federal funds called the Title V Maternal & Child Health (MCH) Services Block Grant. These funds must be used to assure: 1) access to quality health care services for pregnant women and children; 2) preventive and primary care services for children and youth; and 3) family-centered, community-based comprehensive health services to children with special health care needs. In California, the State MCAH Branch distributes a portion of these Title V funds to local health departments to carry out these responsibilities.  El Dorado County is a provider of these services and a recipient of these funds.
 
Reason for Recommendation: The Public Health Department, using MCAH funds, shall perform the following scope of work:
 
1) Assess and monitor the health status, health needs, and the health care services available to mothers, children, and adolescents, with a special focus on low-income populations
2) Provide qualified professional expertise in public health, medicine, and public administration for program direction and coordination
3) Work with community organizations and medical providers to coordinate outreach programs, which improve access to early and continuous prenatal care, and comprehensive child health care including dental care, with an emphasis on low-income individuals and families
4) Provide community health promotion programs to reduce a broad range of health problems including: domestic violence, tobacco use, substance abuse, injuries, childhood obesity, teenage pregnancy, and dental caries
5) Work with MCAH partners to promote breastfeeding through the development of healthcare policies and guidelines for programs, health care providers, and hospitals.
 
The goals and objectives of this work are to ensure that all children in El Dorado County are born to healthy mothers; to erase disparities among racial/ethnic, gender, economic and regional groups; to foster a safe and healthy environment for women, children, and their families; and to sustain equal access for all women, children and their families to appropriate and needed care within an integrated and seamless system of healthcare providers.
 
This agreement is retroactive to July 1, 2007.  The Department received the award letter for the FY 07/08 allocation on December 19, 2007 but, due to Public Health Department staffing shortages during January, it was not reviewed and submitted for Counsel's approval until late January.  Following that approval, the Department scheduled the agreement to be reviewed by the Board at the next available meeting.
 
Action to be taken following Board approval: No action required beyond approval of budget and acceptance of funds.
