Fiscal Impact/Change to Net County Cost: No change. Resolution No. PHA 1-07, attached, authorized submittal of an application to HUD for up to $40,016 for a three-year Continuum of Care Homeless Assistance Programs Supportive Housing Program and approved a General Fund contribution of $9,540 to meet match requirements for all three years. Match of $5,500 for the first year is available in the FY 2007/08 Affordable Housing Project's General Fund Contribution, budgeted exclusively for Housing Element Implementation.
Reason for Recommendation:
On May 23, 2007 the Board of Supervisors, as the El Dorado County Public Housing Authority (EDCPHA), adopted Resolution No. PHA 1-07authorizing submittal of an application to the Department of Housing and Urban Development (HUD) for a three-year Continuum of Care Homeless Assistance Programs Supportive Housing Program grant in an amount up to $40,016 to purchase and implement a Homeless Management Information System (HMIS) to facilitate the gathering, compilation and study of data related to the homeless population in El Dorado County. In February of 2008, the EDCPHA received notice, dated December 21, 2007, of an award in the amount of $13,339 from the 2007 McKinney-Vento homeless assistance competition. This initial funding will cover the purchase of the HMIS software and the training and technical assistance necessary to develop a functional system. Expected direction from the HUD field office will determine whether second and third year funding will be awarded based on the initial application or a new application will be required for ongoing homeless management activity funding. A budget must be established at this time to commence implementation of grant activities. Resolution No. PHA 1-07, the Notice of Award and the Budget Transfer Request are attached.
