Fiscal Impact/Change to Net County Cost:  None.  Revenue will offset expenditures and there is no County match required.
 
Background:  The California Multi-Jurisdictional Methamphetamine Enforcement Team was established in FY06/07 and is comprised of eight counties, including El Dorado, Butte, Nevada, Placer, Sierra, Yolo and Yuba county.  The basic mission of the Task Force is for joint coordination of local law enforcement agencies to intedict and reduce the production, manufacturing, distribution and trafficking of methamphetamine.  The Yolo County Sheriff's Office is grantee and lead agency for this initiative.
 
Reason for Recommendation: The grant award from the State of California Office of Emergency Services is for a total of $1,578,945.  El Dorado County's portion of the grant is $209,108.  The effective date of the grant is July 1, 2007 through June 30, 2008 but Yolo County will be requesting an extension to the grant deadline so that counties can expend the allocated funding.
 
The Sheriff proposes to use the CAL-MMET grant to proved funding in two existing programs, the West El Dorado Narcotics Enforcement Team (WENET) and the South Lake El Dorado Narcotics Enforcement Team (SLEDNET).  Grant funding will be used to cover expenses in the areas of staffing, operating expenses and equipment.  Expenses will be submitted quarterly to the Yolo County Sheriff for reimbursement.
 
Action to be taken following Board approval:  The Auditor-Controller's Office will process the attached budget transfer.
