Title: Probation Department recommending the Board approve the application to the State of California for the Comprehensive Multi-Agency Juvenile Justice Crime Prevention Act (JJCPA) Plan for continued funding without modifications to the Community Alliance to Reduce Truancy (CART) program. RECOMMENDED ACTION: Approve. FUNDING: The continuation of the Community Alliance to Reduce Truancy (CART) program will provide $506,917.00 of JJCPA funding and approximately $8,000.00 in interest for El Dorado County. The balance of program costs are identified in Probation's 2008/09 budget proposal.

Probation Department recommending the Board approve the application to the State of California for the Comprehensive Multi-Agency Juvenile Justice Crime Prevention Act (JJCPA) Plan for continued funding without modifications to the Community Alliance to Reduce Truancy (CART) program.

RECOMMENDED ACTION:  Approve.

 

FUNDING:  The continuation of the Community Alliance to Reduce Truancy (CART) program will provide $506,917.00 of JJCPA funding and approximately $8,000.00 in interest for El Dorado County.  The balance of program costs are identified in Probation's 2008/09 budget proposal.

Fiscal Impact/Change to Net County Cost:

No fiscal impact /change to net County cost per Probation Department's 2008/09 budget proposal that was submitted to the CAO on March 31, 2008.  The State reduced the allocation to all counties by 10% for FY 2008/09.

 

Background:

El Dorado County implemented the JJCPA program known as CART on March 26, 2001,  The Program, now nearly seven years in operation, is funded through June 30, 2008.  The Program continues to be very well received by all of our community partners, including West Slope High Schools and and South Tahoe High School benefitting from our Deputy Probation Officers on campus.  We are currently serving eleven high schools with six-full time Deputy Probation Officers, on Supervising Deputy Probation Officer, and one half-time Legal Secretary. 

 

Reason for Recommendation:

On October 21, 2001 Senate Bill 736 was signed into law.  Among other provisions, the bill required the Juvenile Justice Coordinating Council (JJCC) to review and/or modify the Comprehensive Multi-agency Juvenile Justice Plan  (CMJJP) annually.  The JJCC reconvened on March 26, 2008 for this purpose, and reaffirmed its desire to fund the CART Program with these JJCPA funds allocated to El Dorado County to continue funding the CART Program for fiscal year 2008/09.
