There is no direct impact with the adoption of the CEQA document.  The adopted mitigation measures, as identified in the CEQA document, will be incorporated into the project plans and specifications.
 
Background: The recommended actions are based on the following findings:
(1) The CEQA document on file with the Clerk of the Board of Supervisors was prepared pursuant to Public Resources Code Sections 21000 et seq., and the CEQA guidelines.
(2) There is no substantial evidence that the project will have a significant effect on the environment.
 
Reason for Recommendation: The El Dorado County General Services Department, Division of Airports, Parks and Grounds,  is proposing the development of a 26.4 acre park to be located on County owned land in the Pollock Pines area.  Facilities to be constructed on the park site would provided a variety of active and passive recreation opportunities. These would include but not be limited to organized athletic events, community events, general recreation, hiking and picnicking. The park will include either natural or synthetic turf areas designed to accommodate soccer, softball and baseball. It will also include hard court surfaces, childrens play areas, group picnic areas and shade structures, volleyball courts, an environmental education and exhibit facility, restrooms, trails, parking areas and roads.  The County is currently under contract with a design firm for the preparation of design development and construction drawings for the project.
 
The County has prepared this Initial Study to consider the potential for the project to result in one or more significant impacts to the environment pursuant to the California Environmental Quality Act (CEQA) of 1970, as amended (Public Resources Code, Section 21000, et seq.). The County is the lead agency for CEQA.  The project description and the environmental document have been prepared based on the requirements of the state CEQA Guidelines (14 California Administrative Code, Section 14000 et seq.)
 
Pursuant to Sections 15072 and 15105 of the CEQA Guidelines, the Notice of Intent for this Negative Declaration was advertised in the Mountain Democrat in March 2007 and sent to various agencies and interested parties for a 30 day public review period.  Comments from that review period have been incorporated into the current document.
 
 
Action to be taken following Board approval: The Department of General Services will file a Notice of Determination with the office of the County Recorder/Clerk.
 
The Department of General Services will proceed with the development of the project through preparation of plans, specifications and construction estimates.
