County Counsel recommending Chairman be authorized to sign Agreement with the United States Department of Interior,  Bureau of Land Management, for a term to expire June 30, 2012 to provide partial funding for a Preserve Manager for the Pine Hill Preserve.
RECOMMENDED ACTION:  Approve.

Fiscal Impact/Change to Net County Cost:  The contract will result in an expenditure of $25,000 per year for five years.  It is funded out of the special revenue fund for the Ecological Preserve Fee, therefore there is no net County cost.
 
Reason for Recommendation:
This agreement provides for payment by the County of Twenty-Five Thousand Dollars ($25,000) per year as partial payments of the cost of managing the Pine Hill Preserve.  The payments are to be made by July 31st of each year.  Provision is made for a prorated payment upon execution of the agreement.  The agreement is for 5 years, but is terminable upon thirty days written notice
 
The Agreement is intended to supplement the Cooperative Management Agreement which the County and BLM signed on July 7, 2006.  The County previously had such an agreement for several years.  The County let it lapse in 2004 due to a failure to create a management plan for the Preserve.  A management plan has now been prepared so staff is recommending the resumption of the funding agreement.
 
Action to be taken following Board approval:  Following approval, staff will process payment under the contract.
