Fiscal Impact/Change to Net County Cost:  This is a revenue generating contract for the Mental Health Department (MHD).  There is no Change to Net County Cost.
 
Reason for Recommendation:  In 1983, California transferred responsibility for providing health care services to indigent adults from the State of California to California counties. This law recognized that many smaller, rural counties were not in the position to assume this new responsibility.  As a result, the law also provided counties with a population of 300,000 or fewer with the option of contracting back with the California Department of Health Services (DHS) to provide health care services to indigent adults.  DHS utilized the administrative infrastructure of Medi-Cal's fee-for-service program to establish and administer the County Medical Services Program (CMSP).  In 1995 California law was amended to establish a CMSP Governing Board and at the same time authorize the Board to contract with DHS or a alternative contractor to administer the program.   Since October 1, 2005 CMSP has been using Blue Cross Life & Health (BCL&H) to handle administrative responsibility for CMSP.
Last year the EDCCHC responded to a CMSP Request for Proposals (RFP) for the CMSP Behavioral Health Pilot Project.  The Behavioral Health Pilot Project seeks to test the effectiveness of primary care driven, enhanced mental health and substance abuse treatment services for selected CMSP members with mental health and/or substance abuse treatment needs.  The project is based on the premise that for certain populations, short-term mental health treatment and/or substance abuse treatment results in more effective and more cost-effective use of health care services.
On January 16, 2008 EDCCHC was notified that its proposal to implement a Behavioral Health Pilot Project in El Dorado County has been approved for financing.  EDCCHC is now contracting with various local agencies to provide the services called for under the pilot project.  The Mental Health Department seeks to contract with EDCCHC in order to provide mental health services to the project's target clients.  More specifically, MHD will provide evaluations to determine if referred clients are in need of short-term mental health, substance abuse or dual treatment services and complete diagnostic assessments for each client specifying the type and location of services and whether individual and/or group counseling is recommended.
 
This agreement will allow the MHD to provide these services to EDCCHC Behavioral Health Program clients and receive compensation for services.  This Agreement defines the amounts payable to the County and identifies the County's responsibilities.
 
Action to be taken following Board approval:
 
1.      The Chairman of the Board will sign Agreement #781-S0810 with the El Dorado County Community Health Center.
 
2.      The Board Clerk's Office will forward the executed agreement to the Mental Health Department.
 
3.      The Mental Health Department will forward to the Procurement and Contracts division of the Chief Administrator's Office one fully executed agreement with original signatures, together with supporting administrative documents.
 
4.      The Mental Health Department will forward to the El Dorado County Community Health Center one fully executed agreement with original signatures.
