General Services and Transportation Departments recommending Resolution authorizing the Interim Director of General Services to execute an application and assurances to the Federal Aviation Administration (FAA) for funding in the amount of $767,600 for replacement of Medium Intensity Runway Light (MIRL) Runway 5-23-Phase 2, installation of a new Precision Approach Path Indicator (PAPI) Runway 23 and various engineering design projects at the Placerville Airport.
RECOMMENDED ACTION: Adopt Resolution 104-2008.
FUNDING: FAA, State, Airport enterprise fund.

Total estimated project cost is $808,000. Requested FAA Federal assistance is $767,600. A separate request for State funding, in the amount of $19,190, will follow pending action on the FAA request. El Dorado County would be responsible for the remaining $21,210, which is currently available in the Placerville Airport Enterprise Fund.
Background: Placerville Airport serves the general aviation needs of Placerville and the surrounding unincorporated area of El Dorado County. Several construction projects have been completed at this location over the past few years with Federal aid under the Airport Improvement Program.
Reason for Recommendation:
The 2008 Airport Improvement Program, which is covered by this application, consists of three projects that are recommended for continued operation of this airport. Those projects are described below:
Project No. 1 - Replace MIRL Runway 5-23-Phase 2, Install PAPI Runway 23
The existing runway edge lights on Runway 5-23 are stake mounted with direct burial cable. These lights are old, having been installed in 1977, and are difficult to maintain. It is proposed to install a new MIRL system with new base mounted lights, new underground electrical duct, new cable and new regulator. Existing signs will be reused.
The new runway edge lights at each end of the runway were included in AIP-10 to allow displacement of the thresholds. The remaining lights will be installed with this project.
A new 2-box PAPI unit will be installed on Runway 23.
Project No. 2 - Construction of AWOS
Weather conditions at the Placerville Airport vary considerably from day to day and during the day. In order to provide pilots with up-to-date information on wind and weather conditions, it is proposed to install an AWOS III at this airport. This is a safety measure that will improve the safety performance of the airport.
Project No. 3 - Engineering Design Projects
FAA is desirous of issuing AIP grants based on bids. In order to meet those requirements, it is necessary that the engineering design for the project be started 6 to 12 months before the grant award. It is proposed to complete the engineering design for several projects within this Project No. 3. These projects are described as:
* Water Line and Fire Hydrant to New Apron Area
* West Hangar Area Crack Repair and Slurry Seal
* Perimeter Fence and Gates
* Tee Hangar Site Development - Phase 2
* Runway Exit Taxiway East End
Action to be taken following Board approval: Board Clerk's office will forward executed resolution to General Services for final application submittal. If Federal funding is approved, the project will be directed and administered by the Transportation Department.
