Fiscal Impact/Change to Net County Cost:  No Change.  Funding is 100% State THP-Plus Program.  Funds are budgeted for FY 2007/2008 and the remainder will be included in the FY 2008/09 and FY 2009/10 County Budget Requests.

 

Reason for Recommendation:  Transitional Housing Program-Plus (THP-Plus) is a State program created in 2001 to provide affordable housing and supportive services to homeless former foster youth to assist them with their continuing transition to independence.  Seventeen counties, including El Dorado County, have State-approved THP-Plus plans.  The Board approved the El Dorado County THP-Plus Plan on March 28, 2006 and, subsequent to an RFP process, executed Agreement for Services #554-S0711 with Remi Vista, Inc. for the provision of Transitional Housing Program-Plus services in accordance with provisions of the THP-Plus Plan through June 30, 2007.  Agreement for Services #028-S0811 allows for continued provision of these services by Remi Vista during the term the term July 1, 2007 through June 30, 2010.

 

This contract is being submitted retroactively due to the State’s delayed response to requests for clarification regarding programmatic and fiscal considerations in order to ensure that the County’s contract continues to meet State regulations for THP-Plus.  The resultant State responses were incorporated into the new Agreement.  County Counsel, Risk Management and Human Resources have approved Agreement for Services #028-S0811.  Copies of the Blue Route and Agreement are attached and on file with the Board Clerk.

 

Purchasing Agent Recommendations:  The Human Services Department has requested a contract with Remi Vista, Inc. for the provision of service necessary for the Transitional Housing Program-Plus (THP-Plus).  The total amount of the contract has a not-to-exceed amount of $1,576,800 with a term to expire June 30, 20010.  In accordance with Board of Supervisors Policy C-17, Section 7.5 and 7.10, the Purchasing Agent concurs with the department’s request to contract with Remi Vista, Inc.

 

The Purchasing Agent has coordinated the review of the contractor’s qualifications to perform the needed services with Joe Arsenith, M.P.H., former Alcohol and Drug Manager of the Public Health Department.  Mr. Arsenith concurs that Remi Vista, Inc. has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor’s personnel assigned, and the availability of the contractor to perform the services.

 

In August of 2006, the Human Services Department utilized an informal selection process, reviewed by the Purchasing Agent, in an effort to solicit service providers under the THP-Plus Program to assist emancipated foster youth and/or foster dependents or wards of the juvenile court as they move from dependency to self-sufficiency.  Letters of interest were sent to all Foster Family Agencies and Group Homes.  Remi Vista, Inc. was the sole qualified respondent whose plan was certifiable by the State and found to be in compliance with the requirements of the program as set forth in the California Welfare and Institutions Code Section 16522.1 (h)(1)-(21).

 

The County Purchasing Agent has reviewed the Department’s request to contract with Remi Vista, Inc. and concurs that the use of this contractor is appropriate and that the Department’s request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.

 

Action to be taken following Board approval:  Board Clerk to forward two (2) originals of the executed Agreement for Services # 028-S0811 to the Department of Human Services, Social Services Division, 3057 Briw Road.  Auditor’s Office to authorize payment of future invoices.
