REASON FOR RECOMMENDATION:  At the request of the Department of Transportation, the Procurement and Contracts Division issued a Request for Proposals for Demand Response Transit Services.  The Demand Response Transit services are for the provision of providing transportation services for low income seniors and disabled citizens and in providing transportation services to the general public in the South Lake Tahoe Basin.
 
Seven (7) Requests for Proposals were mailed, one (1) to a local vendor.   Three (3) qualified responses were received, one (1) from a local vendor.
 
Proposals were received from:
 
Area Transit Management of South Lake Tahoe, California
El Camino Trailways of South San Francisco, California
MV Transportation, Inc. of Fairfield, California
 
Staff from the Department of Transportation, Tahoe Area Coordinating Council for the Disabled, Tahoe Regional Planning Agency, City of South lake Tahoe, El Dorado County Transportation Authority, and Go Blue evaluated the proposals.  Proposals were evaluated on the basisTechnical (proposal compliance and demonstrated understanding of the service and maintenance requirements, Financial (evidence of financial stability, operating resources, and proposed rates), and Organizational and Management abilities (experience, qualifications, project team, demonstrated levels of quality public fixed route and demand response transit management, and commitment to recruitment and retention of quality employees, including proposed wage and benefit programs).
 
Area Transit Management of South Lake Tahoe, California was selected as the successful proposer whose proposal best meets the needs of the County and the clients to be served.  
 
FISCAL IMPACT/CHANGE TO NET COUNTY COST:  Procurement and Contracts has been advised that funding is available to the Department of Transportation from Federal, State and local sources.
 
ACTION TO BE TAKEN FOLLOWING BOARD APPROVAL:  Following Board approval, the Department of Transportation will bring back to your Board for approval, and execution an agreement for services with Area Transit Management, Inc. of South Lake Tahoe, CA for Demand Response Transit Services in the amount of $1,412,000.00.
