The total cost to retrofit the diesel fueled on-road vehicles with Huss emission control devices will be $150,421.11.  The El Dorado County Air Quality Management District provided funding in the amount of $112,819 (funding agreement previously approved) and the balance of the funding in the amount of $37,602.11 will be provided by the Road Fund.  
 
Background:
The Department of Transportation operates diesel powered on-road vehicles in the course of maintaining roads.  These vehicles include pick up trucks, dump trucks, service trucks, water trucks, graders, loaders, rollers, sweepers, pavers and a paint striper.  Diesel fleets contribute significant amounts of harmful emissions.  These emissions can be reduced through the installation and proper use of pollution control technologies installed on diesel vehicles.
 
The Air Resources Board (ARB) enacted a measure in June of 2005 which requires all on-road diesel fueled vehicles owned and operated by public agencies and utilities to be re-powered or retro-fitted in order to reduce the emissions produced by such vehicles.  The implementation period for the ARB ruling is six years beginning in 2006 and ending in 2011.  
 
The technology required for emission reduction in diesel fueled vehicles is still evolving.  The Department has identified several emission reduction devices that will be suitable for use with the on-road equipment depending upon the application and use of the equipment.  
 
Reason for Recommendation:
The California Air Resources Board verifies certain devices for vehicles of a certain age and use.  The Huss emission control device is the best technology verified by the California Air Resources Board for use on the equipment that was manufactured in 1993 or earlier and/or that can't be taken out of service for six to eight hours each day in order to allow for regeneration of the particulate filter.  In a separate agenda item # 08-0505, on the May 13, 2008 agenda, your Board approved Amendment II to the Cummins West, Inc. Agreement for Services also for installation of emission reduction devices for on-road equipment.  The Cummins West Agreement allows for the installation of the Cleaire Longview and Horizon devices, which are more suitable for equipment newer than 1993 or that can be taken out of service for regeneration of the filter.  
 
A-Z Bus Sales, Inc. is the only dealer that has gone through the certification process with Huss and is qualified to install their equipment on the on-road vehicles.  Under the proposed agreement with A-Z Bus Sales Inc., seven on-road vehicles for which technology is available will be retrofitted.  
 
While the amount of this Agreement is $150,421.11, the labor portion is only $19,600.  The majority of the expenditure is for the particulate filters.  Since this project is a one-time effort, it does not warrant the additon of County staff and equipment that would be required to complete it.  Human Resources has been notified of this proposed Agreement.
 
The Purchasing Agent has reviewed the Department of Transportation request to contract with A-Z Bus Sales, Inc. to furnish materials, labor, equipment and services necessary to retrofit seven (7) on-road diesel vehicles as required by the Air Resources Board particulate reduction regulations.  The Purchasing Agent has determined that it is appropriate to dispense with outside review and any competitive selection process for services performed by A-Z Bus Sales, Inc.  as this contractor is the only qualified installer of the Huss retrofit device on on-road equipment.  The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
Action to be taken following Board approval:
The Board Chariman will sign two originals of Agreement for Services # AGMT 07-1613 with A-Z Bus Sales.  The Board Clerk will forward one original of the fully executed Agreement to the Department for further processing.
