Human Services Department recommending Chairman be authorized to sign retroactive Agreement for Services 651-S0811 with Area Transit Management, Inc. in an amount not to exceed $145,000 for the term January 3, 2008 through January 2, 2011 to provide bus transportation services on an "as requested" basis for clients of said Department in the South Lake Tahoe area.
FUNDING: Funding sources are 85% Federal/State Social Services Allocation with a 15% County match.

Fiscal Impact/Change to Net County Cost: No Change. The Agreement is funded by the Social Services allocation with required County match met primarily with non-General Fund resources. Funds are budgeted for FY 2007/08 and will be budgeted for FY 2008/09, 2009/10, and 2010/11.
Reason for Recommendation: The Department of Human Services (DHS) maintains purchase of services agreements with local vendors for the provision of services for its clients to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary services from the most appropriate and conveniently located vendor. Choice of vendor is based on the specific needs of each individual DHS client. Bus transportation services enable DHS clients in the South Lake Tahoe area to access necessary services. Area Transit Management, Inc. is the sole provider of transportation services in the South Lake Tahoe area and Human Services is therefore recommending the continued use of their services due to the ongoing need for this type of service by its clients.
Agreement for Services #348-S0510 with Area Transit Management expired on January 2, 2008 and the new Agreement is being submitted for retroactive execution as a result of the time required to achieve compliance with Purchasing Policy C-17 requirements for contracts over $100,000. County Counsel, Risk Management and Human Resources have approved Agreement for Services #651-S0811. Copies of the Blue Route and Agreement are attached and on file with the Board Clerk.
Outside review of the contractor's qualifications to perform the needed services was performed by Mindy Jackson, Director of the El Dorado County Transit Authority. The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
Action to be taken following Board approval: Board Clerk to forward two (2) originals of executed Agreement for Services #651-S0811 to the Department of Human Services Social Services Division at 3057 Briw Road. Auditor's Office to authorize payment of future invoices.
