Fiscal Impact/Change to Net County Cost:

There is no net cost to the County General Fund associated with this agenda item.

 

Reason for Recommendation:

Silver Springs LLC. is advancing the design and construction of Silver Springs Parkway from Green Valley Road south to the existing Bass Lake Road to include both onsite (project # 66107) and offsite ( project # 66108) segments.  The onsite segment is a Condition of Approval for the Silver Springs Subdivision Tentative Map #97-1330.  The offsite segment is being advanced by the developer as an option in order to trigger reimbursement for the onsite segment.

 

Planned activities include the fill of existing intermittent drainage channels and a seasonal pond as well as construction of drainage infrastructure and drainage outlets which are components of the CIP project.  Due to the impact of this project on the waters of the United States, Permit No. 200500379 has been obtained from the U.S. Army Corps of Engineers (USACE).

 

Page one of the attached Agreement references the purchase of mitigation credits from Wildlands Inc. Wetlands Mitigation Bank in Placer County. This was one of the original mitigation measures required for the project and was the subject of AGMT # 04-563 with the Sheridan Mitigation Corporation (Wetland Mitigation Bank) approved at the regular Board of Supervisors meeting on April 20, 2004 (Agenda Item #25). 

 

DFG Code Section 1602 requires the issuance of a lake or streambed alteration agreement to any entity whose activities could adversely affect fish and wildlife resources. The DOT is requesting approval of the attached Agreement to enable the Silver Springs LLC. to proceed with this project and to meet the conditions of Tentative Map  #97-1330.

 

Action to be taken following Board approval:

 

1. The Chairman will sign two originals of the Agreement Regarding Proposed Streambed Alteration between the County of El Dorado and California Department of Fish and Game;

2. The DOT will forward both originals to the California DFG for final approval;

3.  The DOT will return a fully executed Agreement to the Board Clerk upon receipt from the California DFG.
