Fiscal Impact/Change to Net County Cost: The Engineer's cost estimate for this project is approximately $2.1 million. There is no Net County Cost associated with this item.
 
 
Background:
On April 29, 2008, your Board approved the Apalachee 3B Erosion Control Project's (Project) Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for May 23,2008.
 
Reason for Recommendation:
The Department opened bids on Friday, May 23, 2008. Upon the conclusion of the five day protest period, the Department will inform the Board via hardcopy letter to identify the lowest responsive bidder for the Project.
 
The Phase 3B Project area is located in eastern El Dorado County, in the Tahoe Basin, east of U.S. Highway 50 and west of Pioneer Trail.  The Phase 3B Project area is generally bounded by Pioneer Trail to the southeast, Trout Creek to the east, and the Upper Truckee River and the rescinded Caltrans highway corridor to the west.  The Phase 3B Project area includes Tahoe Paradise Additions Nos. 2, 4, and 5.
 
Due to the large size and cost of constructing the Phase 3B Project, the area has been subdivided into two bid schedules (Schedule A and Schedule B).  The Phase 3B Project will be bid as a Base Bid (Schedule A) and Additive Alternative Bid (Schedule B) under a single contract.
 
A.      Base Bid (Schedule A) consists of construction of erosion control improvements including tree removal, curb and gutter with tie-in pavement, sediment traps, drainage inlets, culverts, headwalls, rock-lined channels, and infiltration trenches.  These improvements are proposed for construction on the following streets: Susquehana Dr., Nadowa St., Tooch St., and Jicarilla Dr.
B.      Additive Alternative Bid (Schedule B) consists of construction of erosion control improvements including curb and gutter with tie-in pavement, sediment traps, drainage inlets, culverts, rock-lined channels, and infiltration trenches.  These improvements are proposed for construction on the following streets: Pioneer Trail, Susquehana Dr., Jicarilla Dr., Aravaipa St., and Muskwaki Dr.
 
Action to be taken following Board approval:
Upon approval of the award of the Construction Contract:
1.      The Department will forward the approved Construction Contract to the lowest responsive bidder      (Bidder) for its signature.
2.      Upon receipt from Bidder, the Department will submit the final Contract documents, including the       required bonds and insurance, to County Counsel and Risk Management for review and approval.
3.      The Department will submit the Construction Contract, together with the required bonds and insurance, and the approved Contract Routing Sheet to the Board Clerk for the Board Chairman's signature on the Construction Contract.
4.      Upon receipt of the fully-executed Construction Contract, the Department will forward the approved Contract and issue a Notice to Proceed to Bidder
