Hearing to consider an amendment to Section 17.14.210 17.14.220 of the El Dorado County Ordinance Code incorporating proposed Bed and Breakfast guidelines, as modified, into the current Zoning Ordinance.

Recommended Action: Planning Commission recommending the Board of Supervisors find the ordinance amendment exempt pursuant to Section 15061(b.3) of the CEQA guidelines and approve OR07-0005, incorporating the proposed draft Bed and Breakfast Guidelines, as moditfied, into the current Zoning Ordinance.
Background: This ordinance amendment was first considered by the Planning Commission on March 27, 2008. After receiving public input from Daryl Sullivan, speaking as President of the Bed and Breakfast Inns of El Dorado County, Mark Hamlin, and Noel Breil, the Commission conceptually approved the proposed amendment and continued the item to the meeting of April 10 for final action. During the interim, staff met with interested stakeholders and on April 10 proposed several additional modifications (see Attachment 1). The Commission unanimously recommended approval of the proposed draft ordinance, as modified.
