Background:   Public Health Department staff have been meeting with the West Slope JPA leadership to review the fiscal status of CSA 7 in preparation for the FY 08/09 budget process. The Board of Supervisors adopted a set of principles in January 2006 that have guided the Department's discussion with the West Slope JPA. The Department would like to review those principles with the Board and provide an opportunity for the West Slope JPA to share their perspective on the operational integrity of the west slope ambulance service system.
 
Reason for Recommendation:  To provide the Board with an update on CSA 7 fiscal status and services and to receive any Board direction on guiding principles adopted in January 2006.   The three principles are: 1) Maintain a fire-based ambulance operations system on the West Slope; 2) Maintain a level of service that meets the prescribed response time and compliance standards addressing the unique rural environment of the West Slope; 3) Cap future operational expenditures to equal future property taxes, direct assessments, and ambulance service revenues provided for west slope ambulance operations, achieving a structurally sound and sustainable budget.
