Fiscal Impact/Change to Net County Cost:  There is no impact to the net county cost.  Funds are available and appropiated in the AQMD budget.

 

Background:

Assembly Bill 2766 (Sher) authorized air pollution control districts to impose up to a $4 motor vehicle registration fee to provide funds for air districts to meet responsibilities mandated under the California Clean Air Act.  On March 15, 1994, by Board Resolution #79-94, the AQMD set the fee at $4 per registered motor vehicle.

 

The California Health and Safety Code states that the fees shall be used to reduce air pollution from motor vehicles and for related planning, monitoring, enforcement and technical studies necessary to implement the California Clean Air Act.  The California Air Resources Board (CARB) has published a guidance document titled "Proposed Criteria and Guidelines for Use of Motor Vehicle Registration Fees".

 

Reason for Recommendation:

On December 12, 2006, the Board authorized Funding Agreement No. 012-DMV-06/07-11 with the El Dorado County Department of Transportation  to grant AB2766 funding in the amount of $34,500 for the El Dorado Hills Pedestrian Overcrossing Project.  Upon request from the El Dorado County Department of Transportation  dated April 10, 2008, the first amendment to Funding Agreement No.  012-DMV-06/07-11 will extend the completion time  to June 30, 2009.  The project was delayed due to change in the interchange geometrics based on traffic studies received in 2007.

 

 

Action to be taken following Board approval:

Forward executed amendment to the AQMD for further processing.
