Fiscal Impact/Change to Net County Cost:
Probation Department's proposed budget for 2008/09 contains funds for this agreement; therefore, there is no fiscal impact or change in the Net County Cost.

Background:
The Fouts Springs Youth Facility has been operating continuously as a juvenile commitment option for counties since 1959. It is located in the Mendocino National Forest wilderness area in Colusa County. The program is operated under a joint powers agreement between Colusa and Solano Counties, with Solano County being the county which administers the program. The Program offers enhanced education and vocational opportunities and a re-entry counseling component. Programming includes classes in Anger Management, Substance Abuse, Victim Awareness, and Young Men's Group which includes a gang awareness component.

Reason for Recommendation:
Solano County has licensed counselors who have the experience and expertise in rehabilitation of juvenile offenders. The Juvenile Court Judges determine on an "as-needed" basis when and where court wards will be committed for long-term confinement and treatment. The Juvenile Court utilizes out-of-county facilities for said confinement and treatment.

Action to be taken following Board approval:
1. Clerk of the Board of Supervisors will forward three original executed Agreements to the Probation Department for distribution.
2. Authority given to the Purchasing Agent to encumber funds as-needed.
