Fiscal Impact/Change to Net County Cost: This three-year agreement is for the not to exceed amount of $150,000 and will be funded as described above.  There is no fiscal impact to the County General Fund.

 

Background:

Consultant Selection:  In late 2007, the County’s Procurement and Contracts Office released a Request for Qualificactions (RFQ) for the Department for a variety of transportation related disciplines. Based on the results of that RFQ, David Ford is the #1 firm in the Hydraulics and Hydrology Engineering category.

 

The Department notified the County Procurement and Contracts Office of this proposed professional services agreement.  On March 19, 2008, that Office responded, affirming that a competitive selection process was conducted in accordance with Board of Supervisor’s Policy C-16, Section 7.5, that the time period for that process has not expired, and that it verified with the outside reviewer that the consultant is qualified and able to perform the services in accordance with Section 7.10 of the same Policy.

 

Justification:  Hydrologic and hydraulic engineering is a specialty skill set not found in County classifications.  Consultant services will be utilized on an as-needed basis to provide infrequent complex analysis and design of storm water conveyance and storage facilities associated with Capital Improvement Projects. 

 

In accordance with the Feasibility Analysis, the Department is not required to notify an employees association regarding this Agreement

 

The Department recommends:

1.  That the Board find pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.

2.  That the Board of Supervisors approve Professional Services Agreement #AGMT 08-1660 with David Ford Consulting Engineers, Inc. for a term of three (3) years in the Not-to-Exceed amount of $150,000.

 

Reason for Recommendation:

This agreement will provide specialty hydrology engineering services that are currently unavailable within the Department.  Services will include preliminary and final hydrologic analysis and recommendations; preliminary and final hydraulic design; calculations and reports; alternatives and cost analyses.  The design and analysis of storm water conveyance and storage facilities may be included as well. Consultant may also review for adequacy and sound design, drainage studies and reports related to development applications and permits that are submitted to the Department’s Land Development Unit for approval. On-call services will support projects included in the County’s five-year capital improvement program and other County activities as required, and will assist the Department with services related to the revision and update of the County’s Drainage Manual.

 

Action to be taken following Board approval:

1.  Chairman will sign agreement

2.  The Department will forward one fully-executed original agreement document to the Consultant.
