Fiscal Impact/Change to Net County Cost:There is no Net Change to County Cost.
 
Background:  In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA).  A Community Services and Supports (CSS) plan was developed to determine how MHSA financing would be used in the County.  In January 2006, the Board of Supervisors (BOS) approved the three-year CSS plan for submittal to the California Department of Mental Health (DMH).   El Dorado County's CSS plan was formally approved by the State on April 28, 2006 and the County presently receives MHSA funding through California DMH.    
 
One of the programs identified in the County's CSS plan is a Latino outreach and engagement program.  MHD contracted with Family Connections El Dorado to obtain assistance for implementation of the Latino outreach component of the County's MHSA funding on the Western Slope.  The Mental Health Department has contracted with Family Connections El Dorado, Inc. since October, 2006 to provide outreach and engagement and mental health services for the MHSA Latino Program on the Western Slope on an "as requested" basis.   
 
Reason for Recommendation: The funds being added by this amendment are "expansion funds" provided by the state to supplement existing CSS plans and, in this case, is allocated for the program already underway with Family Connections.  The additional funds will permit expansion of the activities being conducted under the agreement.  This Amendment I will increase in the not to exceed amount from $172,805.00 to $207,718.00.  The Amendment will also update the named County contract administrator.
 
The Purchasing Agent concurs with the department's request to amend this agreement.  Outside review of the contractor's qualifications to perform the needed services and the review of any competitive selection process is not required as this agreement was awarded to the vendor as a result of an RFP in July, 2006.   
 
Action to be taken following Board approval:
 
1.      The Chairman of the Board will sign two duplicates of Amendment I to Agreement #176-S0711 with Family Connections El Dorado, Inc.  
 
2.      The Board Clerk's Office will forward the executed amendment to the Mental Health Department.
 
3.      The Mental Health Department will forward to the Procurement and Contracts division of the Chief Administrator's Office one duplicate of the fully executed amendment with original signatures, together with supporting administrative documents.
 
4.      The Mental Health Department will forward to Family Connections El Dorado, Inc. one duplicate of the fully executed amendment with original signatures.
