Title: General Services and Probation Departments recommending Resolution authorizing the Interim Director of General Services to sign and submit an application to the California Department of Corrections and Rehabilitation Corrections Standards Authority (CDCR/CSA) for the 2008 Juvenile Accountability Block Grants (JABG) Program in the amount of $10,536 for the term July 1, 2008 through June 30, 2009, including any amendments thereof pertaining to said grant program for a Capital Improvement Project (CIP) to include purchase and installation of security equipment required in the El Dorado County Juvenile Detention Facilities. RECOMMENDED ACTION: Adopt Resolution 117-2008. FUNDING: This CIP is included in the General Services proposed FY 2008-09 budget. State funds from this grant will cover $10,536.00 of the cost, the remaining 10% required match of $1,171.00 will be funded by the Criminal Justice Revenue Fund (CJRF).

Fiscal Impact/Change to Net County Cost:
There will be an increase to net County Cost of $1,171.00 for the required 10% match.   
 
Background:
The Juvenile Accountability Block Grants (JABG) Program, administered at the federal level by the Office of Juvenile Justice and Delinquency Prevention  (OJJDP), supports state and local efforts to reduce juvenile crime through programs that focus on offender accountability (Public Law 107-273).  As California's administering agency for this federally funded program, the Corrections Standards Authority (CSA) will distribute the 2008 annual allocations to those localities meeting the federal funding threshold to receive direct allocations.  The grant year will cover July 1, 2008 through June 30, 2009.  Under this grant program, El Dorado County is eligible for an allocation of $10,536.00 with a required match of 10% ($1,171.00).
 
Reason for Recommendation:
General Services and Probation are proposing a CIP for the the purchase and installation of security video cameras to record 24 hours, 7 days a week in the Juvenile Detention Facilities' covered recreation area, outside recreations area, intake area, stairwell, multipurpose room, and kitchen; and purchase and installation of permanent digital video recording equipment which is capable of recording from multiple cameras.  The system will be housed in a secure setting to enable it to be be used to store and also playback recorded video.  
 
The goal of this project is to maintain the safety and security of both juveniles and the staff at the Juvenile Detention Facilities.  The proposed project will help ensure County compliance with Title 15 mandates.
 
Probation Department and General Services Department staff discussed the feasibility of this project and the time constraints put in place by CSA.  This project can be completed by the June 30, 2009 deadline.  
 
This project is considered a capital improvement project and therefore the grant administration will be under the General Services Department.
 
Action to be taken following Board approval:
1. Chairman to sign Resolution.
2. Clerk of the Board to provide two certified originals of said Resolution to Probation.  
3. Interim Director of General Services, or successor, to sign and submit the Juvenile Accountability Block Grants (JABG) Direct Allocation Application, the certified Resolution, and any amendments thereof with CDCR/CSA.  
4. Following award of grant by CSA, General Services' staff will proceed with a contract to provide project services.
