Public Health Department recommending Terry Haffner be appointed to serve as the General Public Member At Large of the Local Enforcement Agency (LEA) Hearing Panel for a term to expire January 2012.
RECOMMENDED ACTION:  Approve.

Background:   The Local Enforcement Agency (LEA) has primary responsibility for ensuring the correct operation and closure of solid waste facilities in California.
 
Public Resources Code Section 44800, ยง (b) requires the designation, by each County Board of Supervisors, of an independent hearing panel to address issues regarding solid waste disposal.  This panel must consist of one member of the Board of Supervisors, a representative of the public at large, and one technical expert with knowledge of solid waste management methods and technology.   Members are recommended to be selected for their legal and administrative abilities.
 
On February 28, 2006, the Member At Large position of the LEA Hearing Panel was filled by appointee Jim Goodloe; however, that position has since become vacant.  
 
Reason for Recommendation:  The Local Enforcement Agency Hearing Panel is comprised of three members with one membership currently unfilled.   Public Health Department is recommending the appointment of Terry Haffner to fill the open position.  Mr. Haffner is a retired Laboratory Director/Microbiologist Supervisor for Solano County, and is uniquely qualified to sit as an "At Large" member of the El Dorado County Public Health Hearing panel (application attached).
 
Action to be taken following Board approval:  Approve appointment. Department to notify and orient appointee.
