Fiscal Impact/Change to Net County Cost:
Funding in the amount of $68,628 has been included in the Fiscal Year 2007/2008 Erosion Control budget.  The remaining $1,622,024 will be included in subsequent Fiscal Year budgets.  There is no Net County Cost.
 
Reason for Recommendation:
At the December 5, 2006 Board of Supervisors (Board) meeting, the Board authorized the Transportation Department (Department) to participate in the Lake Tahoe Basin 2007 State Grant Programs with the California Tahoe Conservancy (CTC).  The CTC Governing Board approved the subject grant Amendments at its March 19, 2008 meeting.  Following is a brief synopsis of each project:
 
1. CTA-05023.1 is a Site Improvement grant augmentation for construction of the Angora 3 Erosion Control Project (Project). This Project area is located within an existing residential development bounded to the north by Lake Tahoe Boulevard and portions of View Circle, to the northwest by the parcels west of Mt. Rainier Drive and Pyramid Circle, to the south by North Upper Truckee Road, and to the east by parcels east of Mountain Meadow Drive.  Other streets in the Project area include Dixie Mountain Drive, the southern portion of Lake Tahoe Boulevard, Mt. Shasta Circle, Mt. Diablo Circle, Mt. Olympia Circle, Snow Mountain Drive, and Pyramid Court.  The Project area includes portions of Mountain View Estates Unit Nos. 1, 2, 3, 4, and 5.  The Project area is within the area of the Angora fire of 2007.
 
The Work to be done generally consists of, but is not limited to: Base Bid (Schedule 1) consists of construction of erosion control improvements including tree removal, curb and gutter with tie-in pavement, sediment traps, drainage inlets, culverts, rock-lined channels, grass-lined swales, sod salvage and transplant, porous pavement, sediment basin, and bio-retention areas, humus, mulch, and tackifier applications.  These improvements are proposed for construction on the following streets: the westerly portions of Pyramid Circle and Mt. Rainier Drive, Lake Tahoe Boulevard at Mt Rainier Drive, the westerly portion of Mt. Shasta Circle, and Mt. Diablo Circle.
 
Additive Alternate Bid (Schedule 2) consists of construction of erosion control improvements including tree removal, curb and gutter with tie-in pavement, sediment traps, drainage inlets, culverts, rock-lined channels, grass-lined swales, sod salvage and transplant, sediment basins, and  bio-retention areas, humus, mulch, and tackifier applications.  These improvements are proposed for construction on the following streets: Pyramid Circle, Mt. Shasta Circle, Mt. Diablo Circle, North Upper Truckee Road, Portions of Lake Tahoe Boulevard, Dixie Mountain Drive, and Mountain Meadow Drive. The subject grant augmentation provides funding for project construction.
 
2. CTA-05024.1 is an Acquisition grant augmentation for various interests in real property necessary for the Angora 3 Erosion Control Project. The subject grant augmentation provides funding for acquisition of easements for improvements.
Action to be taken following Board approval:
1) The Board Clerk will obtain the Chairman's signature on the five (5) originals of each subject grant Amendment.
2) The Board Clerk will forward the originals to the Department for further processing to the CTC.
3) Following final processing, the CTC will transmit one fully-executed original to the Board Clerk for each Amendment.
4) Upon receiving the originals, the Board Clerk will forward a copy of each Amendment to the Department for its files.
