Background:
On April 10, 2007, the Board authorized the Transportation Department (Department) to advertise for the construction of the Sawmill 1A Bike Path Project which was completed during the 2007 construction season and a subsequent Notice of Completion was filed on December 11, 2007.  On June 3, 2008, the Board authorized the Department to advertise for the construction of the Sawmill 1B Bike Path Project (Project) with the bid opening on July 8, 2008.  This is the final phase of the Sawmill Bike Path Project.
Reason for Recommendation:
The Project area is located in eastern El Dorado County, in the Tahoe Basin, along the US Highway 50 corridor near the town of Meyers.  The Project alignment of the bike path runs along the west side of US Highway 50 from the entrance of the Lake Tahoe Golf Course to Sawmill Road.  
 
The Project improvements consist of constructing a Class I bike path, bicycle/pedestrian bridge over the Upper Truckee River, sediment traps, rock bowls, culverts, flared end section, mulch, revegetation, grass-lined channels, rock-lined channels, rock dissipator, retaining wall, rock slope protection, and crossing treatments.
 
Although the majority of the Project improvements will be performed within the California Department of Transportation (Caltrans) State Highway 89/US Highway 50 Right-of-Way, additional improvements will be performed within a California Tahoe Conservancy parcel as well as the subject State of California Department of Parks and Recreation (State) parcel (see attached Figure A).  Since a portion of the Project is a permanent recreation/transportation facility, a permanent easement is required from the State.
 
Action to be taken following Board approval:
1) The Board Clerk will obtain the Chairman's signature on the Certificate of Acceptance and the Agreement and Grant of Easement.
2) The Board Clerk will complete the All Purpose Notary Acknowledgment provided.
3) The Board Clerk will forward the signed Certificate of Acceptance, the Agreement and Grant of Easement and the All Purpose Notary Acknowledgment to the Department for further processing to the State.
4) Upon receiving the fully-executed Certificate of Acceptance and the Agreement and Grant of Easement from the State, the Department will take the documents to the Recorder/Clerk's office for recordation.
5) The Department will transmit recorded copies of the Certificate of Acceptance and the Agreement and Grant of Easement to the State for its files.
